The person behind
the perspective.
Matthew Crandell, P.E.
Construction decisions look different from each side of the table. Matthew’s experience spans general contracting, owner/developer representation, and owner/builder project leadership.

01Independent project review
Construction
Project Audits
Independent review for commercial, retail and multifamily projects. Understand where the schedule, cost, quality and project records need attention.
Each discipline can be engaged independently or combined into a broader project audit. The scope follows your project’s stage and the decisions in front of you.
Preconstruction Audit
Review the documents and procurement decisions that set the direction before construction.
- Adherence to published preconstruction standards
- Contract document conflicts, omissions, and notable risks
- Bid coverage, scope review, and bid leveling
Schedule Review
Understand whether the schedule reflects the work, the milestones, and conditions on site.
- Baseline schedules, durations, and interim and final milestones
- Schedule updates and look-ahead schedules
- Site observations to compare reported progress with current conditions
- Delay claim review
Deeper forensic schedule analysis can be arranged as an additional scope.
Quality Control Review
Examine how quality standards translate into documentation and work in place.
- Adherence to published quality standards and documentation requirements
- Third-party inspections and reports
- Site conditions, rework, and potential non-conformance with contract documents
Document Control Review
Assess the completeness and consistency of the records supporting project decisions.
- Project management software use and documentation standards
- RFIs and submittals
- Contract document updates, including RFIs and ASIs
- Meeting minutes and daily reports
Budget, Financial Forecasting & Change Order Review
Look beyond the current budget to the assumptions, pending changes, and potential exposures.
- Project budgets, cost projections, and financial forecasts
- Owner and subcontractor payment applications
- Change order status, completeness, and potential risk exposure
02The approach
Defined scope.
Actionable findings.
A focused engagement, shaped around your project and the decisions in front of you.
- 01
Scope
Confirm the questions, select the audit disciplines, and agree on the access and information needed.
- 02
Review & Inspection
Examine project records and systems, and inspect site conditions and work in place within the agreed scope.
- 03
Report
Document actionable findings and discuss the risks, deficiencies, and recommended next steps with your team.
- 04
Implementation & Monitoring
Arcadia can support implementation of recommendations and provide periodic or ongoing monitoring as appropriate to the engagement.
Findings you can
put to work.
The engagement begins with a project audit plan. Findings can be delivered in a formal report or a less formal format agreed with you, with interim reporting available on request.
A findings discussion gives ownership and the project team an opportunity to review identified deficiencies, risks, and recommended corrective actions.
The quality and completeness of a review depend on access to relevant records, systems, site conditions, and project personnel. Scope, deliverables, and fees are agreed before work begins.
